Immigration is seen as a political football on Capital Hill by Democrats and Republicans alike. While the left may generally want to let most people into the country, there must be some restrictions that limit it, as the nation cannot house enough people to make up another country or two. At the same time, Republicans must allow some people to enter the country, and not simply to exploit them economically.
