In reviewing the video, Rayshard was searched for weapons and HAD NONE, he stole a taser from the officer and FIRED IT at officers, I believe discharging a taser at range discharges the cartridge, and the weapon can not be fired again without a new cartridge.
If an officer can only kill if they believe that person is an IMMINENT threat to officers or the public.
I THINK He is only holding a non functional weapon, he has ALREADY been identified by officers.
Doesn't that mean (1) he really isn't gonna get away in the long run, (2) he's not an immediate threat.

I don't understand how a tazer can be life threatening. Do not believe that it should be considered lethal force either.
