As the previous President's drama played out. his supporters felt increasingly emboldened to voice their ethnic/gender/etc., opinions. Who better to embody this ideology than a racist police officer; the won't be punished for saying something like this, and the person they are addressing it to knows they have no legal rcourse against that officer's abuse.

Translation - I’m going to explain my racism, as though you were a child in hopes that my explanation will sway you into believing you deserve to be profiled and harassed. I could have pretended to not be a racist but I’m an honest racist and I deserve acknowledgement and praise for not lying about my dangerous bias
