All good responses. Another aspect which I believe should be included is changing the mentality with which law enforcement officials use to carry out their duties. As we have seen, police largely believe the ARE the law, rather than the keepers and enforcers OF the law. Stricter phychological evaluations could help root out applicants who express feelings of power-hunger and lack of care for others' wellbeing, to root out the future bad cops and focus on hiring the ones who have the disposition to most likely by decent ones.
They could start by cutting the cops who abuse their power. I guess it’s not exactly “defunding” the police at that point. But if they cracked down on police and made it harder to become a cop and stay a cop then they’d probably weed out a few bad apples and keep the rest in line. The money they would save from cutting the police could be redistributed into something else like the school systems or towards better healthcare.
More rigorous hiring procedures. Really screen them to make sure they're mentally fit for the job. There should also be a check-up every 5 years to make sure employed officers are still fit for the job.
Even the FBI noted that most police forces now are infiltrated by white supremacist groups.. giving them more money will accomplish nothing. They literally enjoy killing minorities. Have to restructure/de-fund (de-fund is really just another term for restructure) and included ongoing periodic psychological tests to determine the level of bias and root out those that are more comfortable in white hoods. Otherwise this problem will never be solved.
End qualified immunity. End no-knock raids. 3 strikes you're out on excessive force violations. Watch brutality plummet. Accountability. A society reaches excellence when everyone has it. But anyone it approaches flees from it like the plague.
Stop giving so much money to the police department and redistribute it. Put it into schools or something productive that actually does what it’s supposed to do. They seem to have no trouble taking money from the post office.

End qualified immunity, improved hiring process and better vetting.
